Apparently so. I understand the whole movie is not all that bad and includes having to eat the heart of the werewolf that made you to be cured, a werewolf with leprosy, zombies and a witch. Oh, and nudity. Since this brief review seems to think the transformation scene is 'epic' (just how far is the reviewer's tongue in his cheek?) I am not sure I want to spend an hour and a half finding out. But it is on youtube.

Oops! The link I provided above to a movie is to a completely different one from Thailand - Werewolf in Bangkok (2005) not Werewolf (1987). The 1987 movie is the one with the ridiculous transformation scene involving a black dog. The transformations in the 2005 movie are rather better, although 'epic' is an overstatement. Werewolf in Bangkok (2005) is a comedy/horror, mostly intentionally dumb but still funny comedy, with here and there sly references to other movies, not all of them horror movies. There is a fairly decent werewolf look and also a purposefully funny looking one. Some twists and turns near the end, including one that is a joke reference to other horror movies. Despite the review linked above, there are no zombies. The gang boss is jokingly referred to as being as scary as a zombie, is all. The only witch is an ordinary doll.
Yes, I actually watched it. I have this serious pain issue and one consequence of the current war on opioids is that doctors have stopped prescribing them just about completely due to every single prescription for painkillers being monitored. As a result, I am watching a lot of movies at night, being mostly unable to sleep.
