I don't recognise the actor, but from the look of his glowing eyes, I'd have guessed it was blood and chocolate maybe, as the werewolves in that have the same eye effect. I don't remember seeing any other werewolf film (though I've not seen them all) that uses that particular special effect look.

it was the evanesence video for "you never call me when you're sober" his name is Oliver Goodwill I believe he's done some other acting..

Indeed it does. Infact it'd be pretty cool if it was expanded into a werewolf film. A musical gothic horror romance film Starts with the girl walking through the woods, collecting mushrooms, leaves and other herbs in the autumn. You then hear wolf howls. The girl heads back along the path towards the village. As she does, wolves begin to shadow her, drawing close. They drive her from the path, into the deeper parts of the forest. She runs, as they chase her, until she is trapped against a rock face. As the wolves come out of the trees the girl begins to sing. Using this song she tames the wolves, for this girl is a witch, with power in her voice over the beasts of the forest. Unknown to her, another is watching, a werewolf and leader of the wolfpack. Drawn to her music he hides within the trees watching. Once her song ends, with the wolves sat around her. The werewolf back in the trees, gives a howl of summons, and the wolves vanish back into the forest. The girl makes her way back home. Days later, a young noble from the nearby castle rides into the village, claiming he has come in search of a new maid for his castle. He selects the young witch. When she arrives at the castle, she finds it strange, as well as those that live there (they have wolf-like reactions/manerisums a little). The noble confesses he did not bring her here to be a maid, but to be his. And, goes about trying to court her - though he seems unsure how to do this, and often when things do not go his way becomes aggressive and flees before he hurts her. During the nights, she seems many wolves stalking the castle grounds, and with her exploring discovers the truth, that she is staying within a werewolf's den . . . The band has a number of other songs that would work too within this kind of story, like Broken and Bring Me To Life. There werewolves would be able to move from human to wolf to biped. And of course they'd be gore when he and his wolf pack goes hunting for food and such in the surrounding lands, as well as when the locals end up attacking the castle as a mob at the end of the film. There could be a conflict too between the werewolf lord and others of his pack, due to him bringing in an outside to their den. And in the end the witch would have to make a choice between the werewolf lord or her village. Would want someone like Tim Burton maybe directing maybe, based on the look in the music video.
